The first pro-European Town Plan of Belgrade was introduced by Alban Chambon, a French architect of Belgian descent, in 1912, exactly a century ago. As he was an ardent supporter of historical tendencies or eclectism, he modeled his view of town reconstruction on a reinterpretation of the past and the international heritage. Daring ideas in his Plan have been a steady inspiration to generations of urban planners, and some of these ideas are still employed, with same motifs but using different technique, dynamism or method.
Urban Planning Institute of Belgrade is still searching for solutions for: turning the city towards Sava River, establishing and maintaining the old and the New Belgrade city axes, promotion and maintenance of the City’s natural core, waterfront enhancement, distinguishing significant landmarks and strengthening the city identity through introduction of City symbols.
In a time of long-lasting transition and preparation for Belgrade to become one of the European metropolises, Urban Planning Institute has been active on two parallel tracks. Being one of the City public service utilities, it follows and supports City Administration in recovery of residential areas built without due planning, building and reconstruction of capital infrastructure and transportation systems, in preparing locations for new schools and nurseries, and construction of non-profit social housing units. At the same time, the Institute is engaged on revision of all regional, spatial and urban plans for the territory of Belgrade city proper and its seven suburban municipalities.
At the same time, Urban Planning Institute is engaged in strategic studies such as Belgrade City Development Strategy, special studies, strategic urban plans and specific projects. A century after Chambon, UPI is working on the new, pro-European Master Plan of Belgrade and General Regulation Plan for the entire city territory.
It is essential for the success of such kind of projects that Urban Planning Institute gathers knowledge, compares experiences and cooperates with urban planning institutions from cities in Europe and worldwide, with local and foreign professional associations and universities.
One cannot exist without the other: plans and projects are being made for the period to come. Anticipation of the future would not be successful without understanding the historical processes, as well as contemporary solutions in city planning and management; without understanding trends in architecture and urban design, and permanent evaluation of ideas and experiences from more developed cites. Refurbishing and legalization of unplanned developments are processes that are indispensable, as a result of the period behind us. But planning can be therefore considered as genuine challenge in this era of rapid changes, without boundaries, new technologies and knowledge, new priorities, commitments and global investment trends.
The tasks and the dynamism of our time make it necessary to have experience, develop skills, gather knowledge, curiosity, communication, and like Chambon, have the courage to propose bold ideas for a better and more beautiful Belgrade.

More than 600 plans with detailed elaboration has been done so far, according to the existing legal regulation in the previous period, which defined their name and the extent of elaboration (Regulation plans, Detailed urbanistic plans, etc.)
